Dean has over 45 years of demonstrated experience in the fields of environmental protection, emergency management, emergency medical service, and fire service. His experience includes managing services and responses to over 200 major incidents, involving multi-million dollar budgets and large teams with multiple stakeholders.

He is recognized as an international expert in the use of the Incident Command System and has assisted governments and private organizations around the world in implementing the system including, Canada, Mexico, the UK, Australia, Malaysia, UAE, Kuwait, and others. Dean developed and introduced the PPOST methodology to the ICS Canada curriculum.

Dean is well-connected with many International and National professional associations that allow him to access the most current best practices from around the world.
