Eustace (Sam) Roberts is a retired Ottawa Police Service Sergeant with 25 years of experience, working in Forensic Identification, Tactical Response, Aerial Surveillance, and Emergency Management. He previously served in the Canadian Navy as a Marine Mechanical Engineer and worked as a commercial airline pilot.

Before retiring, Sam was the Emergency Management Coordinator for Ottawa Police, involved in major incidents like floods, tornadoes, the Parliament attack, and the Freedom Convoy. He also helped develop the police response to mass fatality incidents.

Sam holds a Bachelor of Policing and a Master of Emergency Management, specializing in active threats. He is certified as an Incident Management and Incident Command Systems Instructor in Ontario. A former Emergency Management Professor at Algonquin College, he now works as a consultant in all aspects of emergency management.
